Condition Report

A very important source on the French Revolution. On slavery in the Colonies, the long decree, p. 290-295, which concerns the administration of the colony of Guadalupe, in which there is no mention of slavery, but simply speaks, among the police duties of the colonial prefect of "divagation des noirs"; the decree of 29 Germinal An IX (19 April 1801) is signed by Bonaparte, premier Consul. In 1794 Victor Hugues, appointed National Commissioner, had announced the abolition of slavery, but later the fierce repression of the Commissioner will also be extended to the 'ancient' slaves who had revolted for not being paid. The law of February 4, 1794 which abolished slavery will be abolished on June 16, 1802 by Bonaparte. The decree n. 645 concerning the "chambre des commissaires-priseurs-vendeurs del meubles (page 61) is very curious and very important. The Bulletin des Lois was an official publication of the French state, born under the Revolution and published until the first half of the twentieth century. The first issue appeared on 22 prairial an II (10 June 1794); a decree of March 31, 1931 put an end to its existence from April 1 following.
