Rare first edition. In this Bulletin the Order of King Louis XVIII is published which forbids the introduction of slaves in the French colonies, dated 8 janvier 1817 (page 105). The Ordinance, made up of 3 Articles, foresees, for the first time, penalties for the crime of trafficking: it only applies to the French colonies and therefore does not affect the traffic of the slavers where it is organized, that is to say in France itself. However it constitutes a first, very important official act, for the definitive abolition of slavery. The volume contains the promulgated laws of and in the first semester of 1817, from number 128 to 162; the text is preceded by a Table chronologique of 48 pages and is followed by the 'Table des matières'. Rare first edition. In this volume, which contains the laws of the first semester of 1848, the Decrees establishing the definitive abolition of slavery in France and in the Colonies are published. On pages 53-54 the Decree of 4 March declaring: "Le Gouvernement provisoire de la République, considering this lands française ne peut plus porter d'esclaves, décrète: Une commission est instituée auprès du ministre provisoire de la marine et des colonies pour préparer, dans le plus bref délai, the acte d'émancipation immédiate dans toutes les colonies de la République ... "The second decree of 27 April, entitled 'Décret d'abolition de l'esclavage dans les colonies françaises, 27 avril 1848', finally abolishes slavery in the colonies states: "Le Gouvernement provisoire, Considérant que l'esclavage est an attack against the dignity humaine; Qu'en détruisant le libre arbitre de l'homme, the supprime le prince naturel du droit et du devoir; Qu'il est un violation flagrante du dogme républicain: "Liberté - Égalité - Fraternité"; Considérant que si des mesures effectives ne suivaient pas de très près la proclamation déjà faite du prince de l'abolition, en pourrait résulter dans les colonies les plus déplorables désordres; Décrète: Article I L'esclavage sera entièrement aboli dans toutes les colonies et possessions françaises ... "(page 327). Other interesting documents on the colonies on pages 328-329-330-31-332-333-334-335-336-338 until 353.387 388. On page a Decree establishes in Senegal a special tribunal for Muslims.

Very rare first edition. The session opens with the intervention of a delegation of ex-slaves of the Colonies: "Une deputation des hommes de couleur est admise a la barre". In his speech the speaker speaks of the decree of 16 pluviôse (4 February 1794), which had abolished slavery in the Colonies; conferring the status of French citizen to all the men domi- nated in the colonies, without distinction of color. Implicitly, trafficking is abolished with this decree.

Very rare first edition. Contains the extract of a letter written by da Cayes, the southern coast of Santo Domingo, April 12, 1765: speaks of the need to incentivize the Negro Trafficking in the Colonies and contains a prospect with the 'Prix des Négres' compared to the price 'de quelque s denrées', like sugar, cotton, coffee. On the last page an interesting 'Cours des changes' which also concerns the 'Actions des Indes', the Colonies and Canada. This is the n. 11 of the prestigious publication in which Quesnay, Mirabeau, Du Pont, Le Mercier De La Riviere collaborated. See Dictionnaire des journaux (1600-1789) sous la direction de Jean SGARD.
