Importante documento sui rapporti fra la Francia rivoluzionaria e gli Stati Uniti. Il precedente decreto del 9 maggio aveva proibito ogni genere di commercio con gli Stati in guerra contro la Francia. Con questo decreto, “voulant maintenir l’union etablie entre la Republique Francaise & les Etats-unis de l’Amerique”,  si sancisce che il divieto non riguarda gli Stati Uniti.
