Raro opuscolo a stampa che riprende il discorso pronunciato il 1° Gennaio 1816 dallo zar Alessandro I a San Pietroburgo in cui lo zar si esprime sugli avvenimenti politici accaduti nell’anno precedente, segnato dalla fine dell’era Napoleonica e dal Congresso di Vienna.
